TLDR : Answer Summary
Yes, a Vietnamese citizen can apply for a 30-day extension on a visa waiver stamp. Recent changes allow for these extensions, but the individual must go to the immigration office to submit the application.

They recently changed the rules on Visa Waiver entry for the 6 countries that get them and were allowing 30 day extensions on them.

All she can do is go to the immigration office and try to apply for one

The countries that get 30 day visa waiver entry are (Hong Kong, Vietnam, Macao, Mongolia & Lao) <- those countries recently were allowed to get 30 day extensions on their entry stamp.

Russia used to get 30 day visa waiver but they now get 90 day entry..

While Tod is most likely correct, some immigration office might not have gotten the message. So my suggestion is, to apply at the most earliest convenience and not wait till last days.

EDIT: so you can consider to try another immigration office. On the other hand, I'm not aware that a "border bounce", aka leaving the country and coming back same day or a few days later would be a problem.

You can do that two times in a calendar year, and the year is closing quickly ๐Ÿ˜ƒ already.

there's NO limits for Vietnam passport holders.

"Hong Kong, Malaysian, Indonesian, Laotian, Vietnamese, Singaporean, Macao and Mongolia can do this kind of OUT/IN unlimited times."

Side question: if a guy from Singapore bounces out to Laos and back ... he still has no limits? (FACT: asking for a friend, haha)
