TLDR : Answer Summary
To start the process for an STV while already in Thailand is not possible as the STV must be obtained from your home country or country of legal residence. However, you can apply for a 30-day extension at Thai immigration, and if your home country offers e-visas, you may be able to apply online, though it would still require a visa run. Additionally, exploring options for a Covid extension might also be beneficial.
other way round, 30 day extension first and then maybe the 60 days unable to travel due to covid rubbish.

If your home country does e-visa, you can apply from anywhere... A few people have done it. Just apply online meeting all the requirements... Some documents may be hard to do remotely like background check...
If you are issued the evisa, you will still need to do a visa run to switch to it, completing all the entry requirements again.

You can't, STV can only be obtained outside of Thailand in your home country or country of legal residence.
