Short question. If i arrived with the Visa on arrival can I apply for the Special Tourist Visa in Thailand after that? Or is it then just the 30 day extension?

Nope...the STV is ONLY available from/in your HOME country.
If you arrive visa exempt thats 30 days plus added 30 extension = 60 days max and leave...ot get a correct visa for your stay if eligible in Thailand.

The Thai Immigration Bureau extended the deadline for the COVID extension applications to January 25, 2022. For foreigners who are currently in Thailand, regardless of your visa type or category, you are still allowed to request a 60-day COVID extension at any immigration office. The extension of stay will commence on the date of application. Please note that this extension of stay is not automatic, you must apply for this at your local immigration office and it will be at the discretion of the officer to approve the application.
please do not count on the continuing granting of the COVID extensions. They will end and those granted will be given added scrutiny as to why they are still in Thailand...per recent published Orders ...
