Can I apply for the special tourist visa (270 days) at the immigration office? I am currrently in Phuket. If so, how much is this Visa? Thank you!

it is what it is, check the website of the thai consulate in the country you're in and see what it says, but I agree with other posters you get a Special Tourist Visa from the country your passport comes from.
