Are there Belgians having experience with the time to receive the CoE from the TH Embassy in Brussels ?
I deposited all docs and completed the total process on 14/12, but still no reply. My flight BRU DOH BKK is on 30/12
Should I call the TH ? please your suggestions.

I think the only people that can help you is the embassy. Even if someone in Belgium has applied earlier and got theirs xx days after applying it doesn’t mean yours would be similar. You would probably want to try and get hold of them today as I guess they may close for the 24th and 25th (only a guess).
She told me The CoE will be ready early next week, meanwhile she told to get my RT-PCR organized and Fit to Fly. It seems a standard that the CoE is submitted 2 - 3 days prior to departure. I fly also Qatar on
