As I understand it, you first apply for your visa, in my case the TR visa.

Next step is the COE correct?

My main question is how long does it take to get your TR visa before your COE?

TLDR : Answer Summary
The user inquires about the timeline for obtaining a TR visa before applying for a Certificate of Entry (COE). Comments indicate that depending on the embassy, the TR visa appointment can take between 10 to 15 minutes, provided a prior appointment is made. Required documentation includes identification, a copy of the passport, proof of accommodation post-quarantine, flight tickets, and photos.

Some embassies 10 to 15 minutes but you need prior appointment . When you make appointment, they ask for a copy of your ID and passport to send before going. At the day of visiting , you must show confirmed stay after qurantine with flight tickets and RT fees and 2 photos .
