TLDR : Answer Summary
The original poster is in Aruba and wants to travel to Thailand at the end of January or February but is unsure of the visa application process due to the absence of a Thai embassy on the island. Comments clarify that visa on arrival has been suspended for all nationalities and that applications must be made through the nearest embassy, likely through online or post submissions. Travelers are reminded of current COVID-19 travel restrictions including a mandatory quarantine upon arrival, which varies in cost and duration. Overall, it's advised to wait until travel restrictions ease before planning the trip.

Visa on arrival was a thing in Thailand pre Covid. It was only for a reasonably short list of countries and only good for 14 days making it moot given quarantine. Even visa exempt which is maybe what you were actually asking about is not available in these times.

True but that was not a visa on arrival, it was a visa exempt entry. There are other countries but the two most common were China and India.

Currently no 'visa on arrival'. Apply at your nearest Embassy/Consulate. All applications can be done online or by post. Apply Washington US.

Most of, if not all Embassy locations are doing applications for visa's online, if you are approved then they request you mail documents with a insurance policy of $100,000.00 in covid coverage...

Annie Ó Glasáin, it will never be back to normal in the next few years, if ever. Forget this year, or next year. 2022 might be different, but not before that.

Annie Ó Glasáin, the earliest a potential vaccine will be available is the middle of next year, and that is if the current testing goes okay. Then it is a matter of producing the billions of doses needed. It's going to take awhile, even at the speed it is being developed at.

Visa on arrival has been suspended for all nationalities. You'd have to apply at the Thai embassy closest to you and mail them your passport and documents internationally.
