You're mixing up terminology,

There are 53 countries (of which New Zealand is one) who can show up here without a visa in their passport and get stamped in FREE for 30 days

There are 18 countries whose citizens BUY a 15 day visa on arrival for 2000baht when they show up here.

, no, not new, but New Zealand passport holders are NOT eligible for Visa On Arrival. They enter Thailand on visa-exempt scheme.

Keep in mind they're also charging most people who buy the 15 day Visa On Arrival a 200 baht "service charge" So have 2200 with you
