Just saw this article in another community, but I was wondering if this just applies for the people on a tourist visa amnesty or all types of visa?

Does that mean that people who have visas expiring in the next weeks or so will be able to extend until Jan 29th?

TLDR : Answer Summary
The recent visa extension until January 29, 2021, applies to all foreigners currently in Thailand, regardless of their visa type, as long as they are on a COVID-19 extension. A fee of 1900 baht is required for the extension, and it is important to have valid paperwork ready. However, the visa amnesty that was in place ended on October 31, 2020, so anyone without a valid stamp should be aware of accumulating overstay fines.

Any foreigner still in Thailand, no matter what visa he is on, can get this extension. Just get the paperwork ready, pay 1900 baht and you're good to go. No questions asked.

Visa amnesty finished on 31 October. There are still people believing that amnesty continued until November 30. Anyone without a valid stamp in their passport is accumulating overstay fines at 500 baht per day. Please be aware!!

Perhaps I missed it, but I don't see any mention of tourist visa. It says foreigners so I would assume it is all visa types.

Pay 1900 for extension

This applies to everyone who is currently on a COVID-19 extension.

I have a student visa that will expire at the end of December, I just wanted to extend for a few weeks so I could get a cheaper flight on the end of January.

You should be able to. You can get the forms at the local immigration office, and you'll need one or two passport photos, and 1,900 THB. IF your embassy is still issuing the COVID-19 letters, get a copy from them.

what about people with other visas that will expire in the next weeks or so?

You should be able to get the extension of stay because of unable to travel due to COVID-19. However, converting that extension to another one (such as employment or marriage) may be difficult.
