What are the latest updates on the 45-day visa exemption stamp for eligible countries in Thailand?

As it's the 1st of October*, I'm interested to hear if anyone has been given a 45-day visa exemption stamp yet. (From one of the 53 countries eligible for a visa exemption.)

Also has the change been published in the Royal Gazette yet? Can we trust that all Thai borders will be issuing the 45-day visa exemption?

And lastly, is it a fact that Russians are not eligible for the 45-day visa exemption stamp, given that Russia is a visa waiver country? (I’m not Russian, I’m asking for someone else.)

*EDIT: OK, so it's not the 1st of October, it's the 30th of September. I'm just waiting impatiently in Malaysia. Nonetheless, tomorrow, if you get in with a 45-day stamp, please can you post on this page?

Some Russian news posted this picture, so if this is correct, Russians will also get 45 days on arrival. Not clear which rules will be used, need to wait till tomorrow at least.

absolutely going to be a problem with multiple Covid extensions. They check your passport and entry history. Irrelevant of a new passport. It’s all linked in their database. Land borders probably going to be more forgiving than an airport. Expect issues either way.

You could always just get a visa from there, but I guess that with a 45-day exemption that’s not such an improvement. It sure saves you the hassle and fee.

Since it doesn't start until tomorrow, the chances of anyone being able to respond with a yes to "has been given a 45-day exemption stamp yet" are extremely unlikely... unless the IO is in a great mood and feeling very generous.

Its 30th of September here, so as yet no one will have been given a 45 day stamp. Not aware of it being published as yet. Will wait and see today.

Will have to wait and see on the Russian stamp too. The early info graphics put out by the government PR said they would still receive 30, but another later showed they would get 45. Not a surprise there, but nothing confirmed yet. They still have 15 hours left….

When the PR department of the Thai Government start posting out info graphics you can generally assume that someone has given them the go ahead to do so. We’ll just have to wait and see.
