TLDR : Answer Summary
Your friend with a Non-Immigrant B visa and work permit may need a re-entry permit depending on his visa type. If he holds a Single Entry Non-Immigrant B visa, he will need a re-entry permit to avoid voiding his visa when leaving Thailand. However, if he has a Multiple Entry Non-Immigrant B visa, he can return without a re-entry permit as long as he comes back before the visa's expiration date.

Depend on the kind of visa he has. If you has a Single Entry Non Immigrant B visa and is on his first 90 days of stay, yes he need. If he has the Multiple Entry Non Immigrant B visa and he comes back into Thailand before the valid until date or enter before date on the visa itself, no he does not.
