Does Exiting Thailand for a Visa at a Foreign Embassy Count as a Land Crossing?

If I exit the kingdom to go to an embassy at Vietnam to get a different visa (60 days), does this count as one of the 2 land crossings I get per calendar year?

NO, you are entitled to TWO 30 day visa exempt entries by land in a calendar year (Jan 1 - Dec 31)

That has NOTHING at all to do with any land crossings you make entering thailand while you have a valid VISA in your passport.

im clarifying. im an israeli citizen with an israeli passport so i cant enter muslim countries (Laos, Malaysia, Indonesia...). i entered thailand via air on August 15th 2019. since then i have done 2 exemption extentions in Samui immigration and 1 border bounce to Myanmar. Im going to do my 2nd border bounce on Tuesday (hopefully the ferry wont get cancelld..

but doesnt the METV start as soon as you get it? if say i get it on May 1st and im only returning June, i "lose" that month dont i?

my plan is to stay until April, then i fly back to israel, hopefully get a 6 months visa there and come back to koh tao at June. if i dont get a tourist visa before that, ill have to do my first land crossing on February, and then another on October, then ill be forced to leave by air just for December...

Laos isn't a muslim country, and I believe you are free to enter there.

With you living in Thailand already for 4 months in 2019...since August 15...

You may have difficulty in obtaining a Tourist Visa in several Thai Consulates.

I would NOT suggest you go to Savannakhet Laos, Hanoi or HoChiMinhCity Vietnam.

Possibly OK...Vientianne..

Kuala Lumpur...Penang.

But lets see what Amornrat suggests.

I corrected my reply. But you now want a Tourist Visa...and plan to stay until next April.

You could have obtained a Multiple Entry Tourist Visa in Israel before you came to Thailand. That with planning would have given you 6-9 months in Thailand.

no, the limit you refer to is two entries into Thailand without a visa. Not exits to obtain a visa.
