The O-X visa DOES indeed exist. Check with the web-site of the thai consulate in the country your passport is from (or that you hold permanent resident status) to see what the requirements are.
While it does say it can be issued inside the country I have never heard of a single case where that's happened. Everyone I know of on the O-X visa got it in their country before they came here.
