Fairly sure you need to have been here for 3 years before you can apply for PR plus plenty of other hoops to jump through, and you still need a work permit.

OPI know that if you have a PR you can become the board of director of the company, but does this mean you don't need work permit?

if you like to work in Thailand your employer needs to apply for the Work Permit. You can not apply by yourself.
