TLDR : Answer Summary
Thai citizens can return to Thailand, but they must go through a repatriation process at an embassy, provide a fit to fly certification, and will be required to quarantine for 14 days in a government facility upon arrival. There are ongoing discussions about visa extensions for Thai nationals abroad, but no new announcements have been made.
