Do I need to visit the Thai Embassy for e-Visa applications if I apply from Germany?

Can somebody explain this? It says "E-Visa applicants are no longer required to submit passports and supporting documents in person at the Royal Thai Embassy/Consulate-General."

and in the application process it asks "Apply At" for Embasy or Consulate (image 2)

Do I have to go to the embassy or not? Also, I put Germany as an example, does it differ from nationality to nationality?

if you apply through the e-visa system in Germany, you will first have to pick one out of three Thai diplomatic institutions which will processyour online application. It depends on your location in Germany. The 3 diplomatic institutions are the Embassy in Berlin, and the General Consulate of Frankfurt and Munich.

if you remote access a PC in your home country from Thailand and apply using that device are you technicaly applying from outside of Thailand and it would be ok?

they want you to send full pages of your passport photo. So can see your current entry stamp.

some embassies have even requested photos of receipts, photos with time stamps, etc.

no, you are supposed to apply via the embassy in the country where you are physically located. You can attempt to scam the system, but if caught is it worth it?

I'm not defending that idea. Maybe you replied to the wrong comment. But it popped another question in my mind. If I stay in Indonesia as a "tourist," I still select the current location as Indonesia? I don't need to have a residence permit in the current country.

- so this varies by country. Most Thai embassies in other southeast Asian countries don’t require you to have residency. However, Thai embassies in Europe (maybe East Asia as there are conflicting statements) and US do require residency. Indonesia doesn’t require. However, some nationalities take a long time, so a tourist visa wouldn’t work

only a few specific visa types requires you to be a resident where you apply. Most visas you can apply from any country through the Thai embassy that processes that country.

ALL Thai visas are now applied for online through the e-visa system. They wouldn't even let you into the embassy if you went there.

The question is asking which Thai embassy will process your application. Some countries have more than 1 embassy/consulate, so it's asking which one you'll be applying at/to.
