Can I submit my visa application in person at the Thai embassy or consulate, or is it mandatory to apply online?

I have a question about the application process. I see a lot of people on this forum applying online & some having issues with the web portal. I’m curious if you can submit the application fully in person at the embassy / consulate still ? Or it must be online ?
