Can a Thai citizen apply for a national visa for Germany at an embassy in Turkey or India instead of Bangkok?

Yes he can apply at an embassy of a Schengen country in Thailand. That was my point.

There is no swiss embassy in Jamaica. Only a consulate. So she had to apply at the french embassy. And she got it

You can't. If you are resident in Thailand, you can't request a Schengen visa at an embassy located in the USA, Malaysia, Japan, or whatever country. Only in Bangkok.
