TLDR : Answer Summary
A Thai citizen can apply for a national visa for Germany at the German embassy in another country, such as Turkey or India. However, typically she must be a resident of that country to apply there, rather than just being a tourist.

If she wanna apply visa out of Thailand Normally the rule is she has to be resident of that country. (not a tourist visa)

so if a thai lady lives in georgia (საქართველო) with her german boyfriend and wants a national visa for germany, how can the german embassy in georgia check if she has some kind of residency?

wouldn't it make more sense to contact the German Embassy directly since many requirements change frequently.

Probably yes. Anyway you can get the Schengen visa from any embassy of of a country representing the Schengen area

You can't request a Schengen visa from a country where you're not a legal resident.

Oh stop the nonsense . You know what probably means? It means I am not certain on this one.

But what I am certain is about applying at a Schengen country embassy in the Thailand. Now you want to tell me what my point was?🤦‍♂️
Marc ********
@Frédéric ****************
what?😅 of course you can. If you are resident of a schengen country you don't need a visa🤦‍♂️😅

@Marc *******
Ok, I see the confusion. When I wrote "from a country" I meant "from a place where you aren't resident", and you understood "from the representative of the country" 😉

@Frédéric ****************
Yes but you are still wrong for insisting on it. As I wrote above. That's why it is the Schengen area.

I'm not wrong. The OP asked if the Thai could apply for his visa in India or Turkey and you replied that he can apply at any embassy of a Schengen country. To what I said that this was not correct, you can apply only from a Schengen embassy located where you are resident, in that case Bangkok, not any Schengen embassy around the world.

@Frédéric ****************
Yes he can apply at an embassy of a Schengen country in Thailand. That was my point.
Frédéric ******************
@Marc *******
No, that wasn't your point. He mentioned India and Turkey and you replied "probably yes".
Frédéric ******************
@Marc *******
You can't. If you are resident in Thailand, you can't request a Schengen visa at an embassy located in the USA, Malaysia, Japan, or whatever country. Only in Bangkok.

Dude I know it for a fact. I fellow swiss guy wanted to take his jamaican girlfriend to switzerland.

There is no swiss embassy in Jamaica. Only a consulate. So she had to apply at the french embassy. And she got it

The question was not about a Schengen visa, but about a National visa for Germany.
