I just returned to Thailand yesterday after leaving the country I'm coming back in I have not had my first 90-day check-in yet I understand I'm back now I should go to my local which is in Phetchabun immigration and tell them I'm here within 24 hours is this correct

Many immigration offices require a TM30 to be submitted before you can do a 90-days report. Thats the case at for example Chonburi immigration in Jomtien.
the TM30, which is the responsibility of the house/condo owner to file within 24 hours of any foreigners arrival, is not the same thing as the 90 day report. They are two completely separate things. You will not need to go to immigration to file a 90 day report until you have been in the country for 90 consecutive days. The clock resets everytime you leave and come back. The TM30 should be filed by your landlord or hotel. Just ask them to provide you a copy after they have done it.

You shouldn't need to go to the immigration office. The TM30 can be filed online very easily. Whoever owns where you are living or staying should be able to either use their existing online account or register for one. Then TM30 can be filed in a couple of minutes.
well I have you available why doesn't somebody put out an instruction list so you know exactly what you're supposed to be doing and when you're supposed to do it no one has ever given me anything in writing or told me where to go to get it except for this group right here
