I have not approved for the dtv visa yet because I was wondering if I have to always keep 15000 in my bank account in order to renew my visa or is it just the first time applying

TLDR : Answer Summary
To renew your DTV visa in Thailand, you must continue to meet all the original application criteria, which includes maintaining a minimum bank balance. Although it's not usually checked upon re-entry into the country (border run), it is advisable to keep 500,000 THB seasoned in your account as it may still be required during the extension process at immigration. Having the funds ensures you can support yourself while living in Thailand.
There have been cases where DTV visa holders were asked at the immigration to show bank balance but this is very rare. It is advisable to continuing holding the money in the account as this is one of the requirements for under the DTV visa!
The Thai government still wants to ensure that all applicants are able to support themselves while living here. It is unlikely that they will check but things may change in the future.
"been cases"? I think its the requirement for extension, not only random stuff... easier to exit and return Thailand than provide all the documents again

If you extend at an immigration office you need to show 500kTHB seasoned for at least 1 month. Currently no need to show it when doing a border run but it is a good idea to have it saved in case of being asked to show it.
