I will be flying to Chiang Mai next month with a 90 day non-immigrant visa. Do I still have to fill in the TM 6 Arrival/Departure card before entry?

TLDR : Answer Summary
Yes, despite holding a 90-day non-immigrant visa, every visitor is required to fill in the TM 6 Arrival/Departure card upon entry into Thailand. It's important to keep the departure card safe to present when exiting the country.
