If I obtained my non immigrant "O" visa "Thai marriage" outside Thailand, can I do 90 day reporting or do I have to leave the country every 90 days? My first extension will b in March which I will do here in Thailand so I understand from there I can do 90 reporting but unsure what is my situation now.

Than you do not have to do 90 days reports, because you are only allowed to be 90 days inside the country. Than you do a border run to activate a new 90 day period and you can keep on doing this till the valid until or enter before date on the visa. If you make a border just before or on that date you have almost 15 months of stay out of this visa.
