If my 90 day reporting due date is November 10 (as stated on the receipt from my previous 90 day report), what is the last date I can leave Thailand without having to do a new 90 day report?

It is not obvious to me if it's on that day, the day before, or during the 7 day grace period, so let's skip the bashing, shall we?

TLDR : Answer Summary
You can leave Thailand without filing a new 90-day report by November 9. After that, if you remain in the country on November 10, you are required to report your status, as that marks 90 days of continuous stay.

The 7 day grace period is for reporting only, not for leaving

The last day you can leave without reporting is November 9th. On November 10th you'll have been in Thailand for 90 days and whether you leave or not you're still required to report that you were in Thailand for 90 days.

90 days report is "Notification of staying in the Kingdom over 90 days". To notify that the fact you are staying over 90 days continuously, i.e you notify that you are still in Thailand for consecutive 90 days. You have a time window of notification of the fact that you are still in Thailand on the 90th day from 15 days before until 7 days later of said 90th day.

So if you are staying on the date on your receipt for 90 days, you need to do 90 day report.

The new 90 days counting starts again on the day you enter Thailand again or you submit 90 days report.
