TLDR : Answer Summary
The first 90-day report in Bangkok used to require in-person attendance, but some users have successfully filed it online, especially if a TM30 has already been submitted. For those living near Iconsiam, it is worth checking if local immigration offices can handle this or if a visit to the Chaengwatthana office is still necessary.

If you have a TM30 filed then file online. The old system required the first one in person. Many reports of people having success for their first one online.

different offices have different requirements. My guess is probably yes. Best to check with your immigration office to make sure.
