TLDR : Answer Summary
Travelers from Lithuania can enter Thailand without a visa for 15 days under the Visa on Arrival policy. Currently, the fee for this visa is waived until April, but travelers must provide proof of sufficient funds (20,000 baht), onward travel, and accommodation upon arrival.

you pay when you stamp IN to the country at passport control

You CAN apply online for the visa on arrival (it helps speed you thru the line) at this link

if you go after the promotion is over you'll pay 2000baht for a 15 day visa on arrival <- that's the regular price

, being from Lithuania you will get a 15 day visa on arrival when you fly into the country. They usually cost 2000baht BUT right now they are free until April.

You can be asked for proof of 20K baht (or the equivalent) in CASH, proof of onward travel within 15 days AND proof of a hotel booking, when you stamp into the country.
