In order to get the TM30, and as the online system to file TM30 is down, can we just go in person to the main local police station (for instance in Koh Phangan) to do it?
Damn now we are supposed to self-quarantine on arrival, online TM30 system is down, landlord will not be present.. I already see some crazy paperwork fun coming!

here are the requirements for the STV visa and its extension
2.12 Evidence of long-stay accommodation: either
A fully-paid hotel reservation in Thailand for the whole duration of intended stay in Thailand (after quarantine). The reservation must be issued by the hotel showing the duration of stay, and hotel’s contact details and tax ID number;
A fully-paid residential lease in Thailand for the whole duration of intended stay in Thailand (after quarantine). The lease must be issued by the lessor showing the duration of stay, and the lessor’s contact details and tax ID number;
A hire-purchase or mortgage agreement of immovable property;

you can try to get a letter from your friend where you are now staying... Showing your relationship... With Thai ID card and request for Thai Immigration to approve the extension of stay for three months.

As it will then go beyond the ending date of the STV... Of September 30.
By law, the property owner has 24 business hours to submit a TM30 for foreigners. You would not be able to get a 90 day extension based on STV by staying at someone else's house.
Thats good then because I've been staying in the same place since I arrived in the province. Just wondered why TM30 is not on your list (which I have been following since now so thanks)
yes they do. If system is down then go in person. I've no idea how this might affect an stv visa though as you are meant to stay where registered

Make sure you have the correct insurance for the STV visa and its extension. Must cover all the time you will be in Thailand.

Getting an extension for an STV is difficult. From a report:
I was in Nonthaburi to extend my STV visa. Here's what the officer asked...
1. Copy of passport
2. Copy of TM6
3. Copy of STV visa page on your passport
4. TM7, use the last updated one or get it from Immigration Office. With a photo affixed.
5. STM 2. Declaration that you're aware about overstay and the penalties.
6. ASQ certificate letter stating that you've completed 14 days quarantine.
7. Some kind of proof that you indeed stayed at the ASQ, i produced my ASQ hotel receipt ( room charges )
8. Health Insurance showing coverage amount, line by line items in details of IP, OP, Covid coverage amount.
9. Rental. To state clearly rental period when to when, at where, 4 signatures either passport or Thai ID at the end of agreement ( the usual standard contract ). If the rental's address is in Bangkok, you can only extend visa in Bangkok. Rental period should cover at least 3 months more.
And sign at every page."
