TDAC is the replacement of the arrival card that aircraft cabin crew were distributing (in paper) before landing in Thai.
Now it is online, 72 hours before landing in Thai. If you did not submit , there are kiosks before Immigration and Immigration staff will help you make it.
Most likely, there is no need for Thai Immigration to have thousands of people punching in hand written arrival cards.

Tdac.go.th is free all arrivals non thai passport holder or perm resident, fill out 3 days before arrival - if your passport qualifies for visa exempt you can get 60 days no fee - just make sure you have 20,000 baht on hand or your currency equivalent and may need onward ticket - return ticket

The TDAC is mandatory for any non Thailand passport holder, upon EACH AND EVERY entry into the kingdom. Visa type (or absence of) makes no difference.
