Can you reapply for a Thai tourist visa at a different consulate if denied at one?

Hypothetically speaking, if someone is denied a tourist visa at one out of country consulate, can you apply again at a different consulate or is there some finality to that situation? Do you receive the dreaded “red stamp” in this case?
