Can I obtain a third single-entry tourist visa from Penang after two previous ones?

Hi there!

1st of all, thanks for adding me.

I'm seeking advice on single entry tourist visit.

Have 2 from Penang in 2016.

Will they issue a 3rd?

Or chances higher at a Thai Consulate in another place say like Vientiane Laos?

You'd most likely get another single entry tourist visa from Penang, BUT you'd also probably get the warning stamp on it too.

There are reports of people having a warning stamp on a tourist visa from one consulate being denied another tourist visa at a different thai consulate. :/
