I’d like to know if you can apply for another Tourist visa (60days) straight after you are on a 60days tourist visa + 30days extension (different embassy tho)? Am I allowed to have this kind of visa twice a year?

There is NO limit on the amount of Tourist Visa a person can have in 1 year.
There is NO limit of how many days a person can stay in Thailand in one year.
There is only 1 limit for 54 countries, they can only cross a land border twice a calendar year using the 30 day Visa Exempt Entry.
Immigration Officers are at the check point to check if the correct visa is applied for, the Visa Exempt Entry and the Tourist Visa are not ment to be used to live inside Thailand. How longer your history is using these options to stay inside Thailand the bigger the chance gets to get a new visa denied or a denied entry.
Please don't panic, people are still allowed to visit Thailand and a second Single Entry Tourist Visa in one year should be no problem.
it is worth a try, because if refused he/she can still get a 30-day visa exempt entry (land border or airport) and be able to extend it for further 30 days. Tongue in cheek - IF he/she has a long history of stays in Thailand . . then it becomes a lottery game
Are you allowed this visa twice a year? Yes. You can apply for the visa as many times as you want. However it is the immigration officer decision of they believe you are not a short time tourist and if you are abusing the system.
My gut response: you probably won't be able to get another visa. However, it will be really helpful to answer James questions above.
