TLDR : Answer Summary
Yes, Ukrainians can enter Thailand without a visa under the visa exemption policy, allowing a stay of 30 days, which can be extended for an additional 30 days at a local immigration office for 1900 baht. The current policy and services appear to still be active as of April 2021.

It's not a visa. You should be able to get a 30 day extension of stay for 1900 baht at your local immigration office.
