TLDR : Answer Summary

Retirement visas are not renewable outside of Thailand. Once your retirement visa expires, you will have to start the application process over again either from within Thailand for an extension or apply for a new visa from outside the country.

Any visa is not renewable. You apply for an extension inside Thailand or apply for a new visa outside Thailand (or inside Thailand for some type of Non-immigrant visa).
