Can a non-OA visa be renewed in Thailand after it has expired if certain requirements are met?

assuming the banking, insurance, etc requirements are met, can a non-OA visa be renewed in country after it has expired (the owner has exited and reentered the kingdom prior to expiration, and is on the second "free" year)?

NO, a Visa is issued with different dates on it and used to enter Thailand.

You can not renew it. You can apply at a local Immigration Office for an Extension of Stay based on being over 50 years of age, visit the office first to show your passport and visa and ask the hand out with requirements.

Yes, when the visa expires and you still have a period of stay or you apply for the 1 year Extension of Stay you need a re-entry permit, single cost 1.000 Thb multiple cost 3.800 thb and these will give you the same last date as permitted to stay on entry.

thank you robert. one final question if you'll permit - does the extension of stay grant multi-entry similar to how the original visa worked, or is it invalidated upon departure? is this where a re-entry permit comes into play?

Yes, you can use the visa to do a border run and get a new 1 year stay BEFORE the valid until date on the visa, or apply for a 1 year Extension of Stay at local Immigration before your Admitted until date stamped in your passport.
