Can South Africans apply for Non-B and Non-O visas in Singapore or Laos?

Hi all, complicated question. Just returned from Penang, we are unable to obtain visas from the Thai embassy there because we are South African.

Husband is doing non b (we have own company) and mine is follow on (non o) dependant visa??

Can we do both of these in Singapore or in Laos?

We were told to go home to South Africa, which is crazy! We just need the single entry temp visa so we can extend in samui afterwards.

Any advice?

ie: I also checked Singapore’s website, there’s no mention of the non immigrant o for dependent. Only retirement or Thai spouse. (I’m neither of those)

Any idea if it’s possible there? Or Laos?

Please - someone who has knowledge (or done this) on both non b and o for dependent and is South African.
