Can my wife apply for a Non O dependent visa while I am on a Non O retirement visa obtained outside the UK?

Hello, I am from UK aged 50 and currently on Non O based on retirement, I am on the 1 year extension. I got my Non O 90 days in Kuala Lumpur. My wife aged 49 from UK, was told by our immigration office that she could trail as spouse but had to go to a neighbouring country.

We have tried Kuala Lumpur and Phnom Penh and have been denied at both, reason given is they only now issue dependant visa on Non B. We have contacted London Embassy by email and they are useless, we cannot get any information at all whether she can apply or not. They answer the email but just give some random information like get a Tourist Visa or get a Retirement visa, even though she is not old enough.

So, can someone advise if they have had success applying for a Non O dependant at London eVisa when husband/wife is on a Non O based on retirement and that visa was obtained outside the UK?

For clarification, we went to KL and Phnom Penh in May, she was denied without them even looking at my passport, they both just asked what visa she wanted and what visa I was on. I have emailed Singapore, who have sent me 2 answers, No and Yes. With Yes, they say she has to meet all requirements for Non O-A apart from age, I am still trying to clarify with them whether they think I am on a Non O-A already. I have emailed Penang, Savannakhet and Vientiane who fail to respond at all.
