Can my husband with a Non-Immigrant O visa work freelance in Indonesia?

You have all been so helpful and thanks for bearing with me so far.

My husband has a non immigrant dependent O on a one year extension. He would like to travel to Indonesia for one week long freelance journalism work for a French company, so nothing is based in Thailand. Is he allow led to do this on the conditions of the O visa? Thanks

he is on a yearly extension of stay based on being married to a foreigner who legally works in thailand, he's not gonna get questioned at all about why he left or why he's comin' back.

Not on the Thai airports because they do not care what he does in Indonesia. It could be asked at the airport in Indonesia and he might need Visa and Work Permit to work there. But as this is a Thai Visa advice page, I have no clue about the Visa regulations in Indonesia and we can not help you with that here.

He might need to get re-entry permit. Can be purchased at Immigration. If he plans to go abroad again during the year his visa works, he can as well buy multiple re-entry permit.

He is on an Extension of Stay, not a Visa. An Extension of Stay you get from Immigration Office and has NO entries, just because you are already inside Thailand. If you want to travel with an Extension of Stay you need the Re-Entry Permit, this could be with Single or Multiple Re-Entry. This permit will give you on entry the same last date as your Extension of Stay date and is valid till that date.

Thai immigration has no jurisdiction beyond Thailand's borders. What he does in Indonesia (or anywhere else) is, visa-wise, between him and Indonesia (or wherever)

First forget the Non Immigrant O dependent part. He is inside Thailand on an Extension of Stay. What he does abroad has no influance on his Extension of Stay in Thailand.
