Can My Friend Reapply for a Non-O Marriage Visa Before Expiration?

Hi guys, I am asking this on behalf of my friend. My friend current on non-o based marriage 1 year visa from savannakhet which required him to in out every 90 days and his visa shall finished on this month 28th February. Can he go to savannakhet to reapply this visa before the visa end or he only able to get another marriage visa from savannakhet after 28th February 2020.

Another thing for your friend to remember is if he border bounces before February 28, he'll get another 90 day stamp that can be extended.

Why not just made a border run, get the 90 days, could even extend these with 60 days, Another 5 months of stay out of the same visa?

I went 3 weeks in advance before mine expired and it was no problem

The visa is valid until the Valid until date mentioned on the visa. You can use this visa just before or on this day to get a new 90 day of stay. As long as the visa is valid, it will be the decision of the Consulate staff to issue a new valid visa.
