Have a friend in Vietnam wishing to apply for tourist visa into Thailand. Aware of proof needed however  he doesn't quite have the 20k baht nor a plane ticket out of Thailand..

 he wants to know if there is such thing in vietnam as visa agents/ paper pushers (such as laos ect have),,,,,,,,,,,,, and if he can  use one is possible for him to bypass having these papers/ proof?
