Can my friend enter Thailand with a new passport while holding a current DTV visa?

Hello. Anyone been in a similar situation or have any knowledge and can offer some advice? A friend already has the DTV which she got accepted in January this year. She has lost her passport while in the UK and just waiting for a new one. Is it possible to change passport number on her current visa? Or can she enter Thailand with her current DTV under a new passport number?

NO NEED to apply for a NEW visa.
NO need to change the passport number on the visa.
NO need to search for her old passport before she is allowed to travel.
NO need to translate police reports and get them legalized.
She can enter Thailand using her NEW passport, a print of her DTV and a TDAC.

Embassy staff has no clue or any influance in entry regulations set by the Thai Immigration.

Does she have the email that she received from the Thai Embassy which has the PDF of the DTV visa in it?

She should be able to enter with her new passport and the DTV. Did she keep a copy of her old passport, bring that if she has. Did she report it to the police? bring the police report.
