How can my wife accompany me on a Non-O retirement visa in Thailand if she is under 50?

Hello, me and my wife are Austrians. Currently living in Bolivia. We are planning to move to Thailand, to Hua Hin under the retiree non o visa. To my understanding, we will apply first at the Thai Embassy in Lima Peru, since it is responsible for Bolivia. If I understand it correctly, I register under the retirement non o visa. And my wife (which i want as my dependant, registers on her own as a family member with the non o visa. Is this correct so far? This would guve us 90 days, where in Thailand we can change it to the yearly retirement non o visa with her as my dependant? Thank you for any help give.
