TLDR : Answer Summary
In Thailand, to apply for a dependent DTV (Dependent Visa), you need to be married to the person you wish to include as a dependent. Several comments confirm that living together without marriage is not sufficient for visa eligibility, and each individual would need to apply for their own visa.
