Can my boyfriend use the visa exemption for multiple entries into Thailand based on his work schedule?

Hello! We are coming to Thailand in 9th of October and would like to stay in for a longer period. My boyfriend works on a ship (Liverpool-Belfast) with a schedule of 4 weeks on and 4 weeks off. Would it mean he doesn´t need a visa and use the visa exemption (we are from Estonia) in October and December? And next year he can again use visa exemption for 2 times (February and April)?

He will have no issues as he is not entering Thailand every month. I was also on a

rotation and used the visa exemption for many years. Immigration then stopped me on one occasion and told me to get the correct visa as I was not a tourist. I did as asked and got an extension to stay as I was married to a Thai.
