TLDR : Answer Summary
While you are waiting for your DTV approval in Hanoi, you are generally allowed to travel within Vietnam. However, it's advisable to remain in the region served by your application (Hanoi) to avoid any potential issues. There is no official exit stamp required during this process, but it's recommended to stay accessible for any necessary interviews or requests from the embassy.

You can travel in Vietnam, but officially you should stay in the part of the country served by Hanoi, so HCMC would be not OK.

As long as you flew into Hanoi where you applied, I cant see why you cant travel within the country. There's no exit stamp in your passport. If they were to call you in for an interview at the embassy, you should be able to get back quickly. Have a good time in HCMC!
