My retirement visa is due 12 month renewal. Can I renew this at phetchabun or do I need to return to Chiangmai where it was originally issued.

TLDR : Answer Summary
You can renew your retirement visa at the local immigration office that serves your primary residence in Thailand, not necessarily at the office that originally issued your visa in Chiang Mai.
NON-O RETIREMENT VISA RESOURCES / SERVICES
Go to the Retirement Visa Section for information on requirements, including age restrictions, financial requirements, and necessary documentation.

You don't have to do at the "original" office that issued your previous extension. But you have to apply for your extension at the office that serves your primary address of residence.

What is your official residence where you are living in Thailand as registered with your local Thai Immigration office ?
Is it in Chiang Mai and you are visiting in Petchabun ?
