I live in Thailand on a retirement visa due for renewal on 18 October 2020 however I am stranded in the UK and cannot return to Thailand due to the Covid 19 entry restrictions ... Can I renew my Retirement visa outside Thailand or will I have to visit on a tourist visa and re apply for Retirement visa once the borders are open ??

Thank you

TLDR : Answer Summary
A user inquired about renewing their retirement visa while stranded in the UK due to Covid-19 restrictions. The response clarified that it is not possible to renew a yearly extension from outside Thailand. Upon the expiration of the current visa, the individual would need to wait until entry is permitted for retirees, then reapply for a Non-O or Non-O-A visa at a Thai consulate in the UK, fulfilling any entry requirements in place at that time.

Nope, you can't get a new yearly extension outside the country SO if you can't get back by the time this one runs out, it's done..

You would have to WAIT until retirees are allowed to request entry to thailand (because at this time they are not).

Then you would have to start the whole process over again to get a non-O or non-O-A visa from the thai consulate in the UK before you would be allowed to enter the country

AND

You would have to meet any of the entry requirements they have in place at that time.
