First find out rejecting reason. Could be missing info or document. Then you can apply again to correcting previous submission. Or you can have visa on arrival depending on your nationality.

If you are just transiting you generally don't need a visa. Technically you're not entering Thailand. I suspect you're not doing that though, otherwise you could just fly to China

If it was rejected, you lost the fee. They probably wanted more information and you ignored the request. Look in your spam and junk folders to see if you got something, or do you have any infractions with the kingdom?
