Hi, I’ve a working permit valid until October 2020. My 90 days non b visa got expired on April 11, I got an “extension under considerantion”stamp till 9 may, then amnesty till end of month. My work permit was issued in Surat Thani but now i relocated to Bangkok. Can I still get a non B visa in immigration Bangkok office without having to leave the country? Thanks in advance for your time!

TLDR : Answer Summary
The user inquires about the possibility of obtaining a Non-B visa at the immigration office in Bangkok despite having an expired 90-day Non-B visa and currently holding a working permit valid until October 2020. Concerns are raised about the legitimacy of extending the visa and dealing with an immigration stamp labeled as 'under consideration'.

nope you cannot. AND you should have went back to the immigration office that issued that "under consideration" stamp to get the final stamp closing the loop on that extension ,
