TLDR : Answer Summary
The border between Thailand and Laos at Nong Khai is open every day of the week, including weekends and holidays. However, it's important to note that since late last year, there have been stricter regulations in place for back-to-back border runs. While travelers can generally cross twice in a row, attempting a third consecutive crossing may lead to being denied entry. It's advisable to plan border runs accordingly and verify the latest information before traveling.
But if you are doing a back to back border run at Nong Khai, they are extremely strict since late last year.
The most anyone can probably do at that border atm is 2 border run, if you try 3 it won't work. And 2 in a row there still a chance you will get denied.
I live close to that border.

If you are thinking of Cambodia I would travel by air but I think Laos is closer.
Khon Kaen, wonderful people there, as in the whole Isan.
In the city, we got lost, could not find our hotel. Emerged from a wrong way street, right into where police squad was after motorcycles without helmets.
The police commander (could speak good English) , asked my daughter what is happening.
She spoke Thai to him.
The commander ordered his policeman, on a big white BMW motorbike, to lead us to our hotel. No fine, no bribe.
I will never forget that scene.

I loved Khon Kaen. Been there 3 times, days and 6 nights. My Thai daughter loved the University, she was even invited to give a short speach, how Australia sees Isan.
She said, she had watched the historical movies about King Naresuan and she understands the pride . The University bears that name.
