TLDR : Answer Summary
The question inquires if it's possible to acquire a residence certificate in Thailand for purchasing a car without holding a long-term or retirement visa. The responses indicate that it is indeed possible, particularly with the TM30 form, and clarify that the requirements can vary by immigration office. It is noted that while a residence certificate is not necessary for buying a car, it is required for registering or transferring ownership. Recent experiences suggest that the process can take about 7-14 days.

yes you can, it takes time about 7-14 days

You don't need it to buy, just to register/transfer ownership to your name

To my knowledge there is no immigration office that now restricts issuing residence certificates to only long term visa holders.

It used to be the case in Bangkok but that policy changed some time ago and now anyone can request one.

Yes you can with your tm30

Yes you can.

No you cannot.

It depends on your immigration office. Go and ask.
