I got one last week with an up to date TM 30

It was approved on Thursday 17 th at BKK and received it via mail on Wed 23

Bought a new car today

You don't need it to buy, just to register/transfer ownership to your name

To my knowledge there is no immigration office that now restricts issuing residence certificates to only long term visa holders.

It used to be the case in Bangkok but that policy changed some time ago and now anyone can request one.
