Can i get a re entry permit on a visa exempt (60 days)

This is as a back up plan incase DTV application is rejected. Ive spent 4 years + in thailand and would find it difficiult to get in again + probably not accepted for Tourist visa

Also if even if i could get a re entry permit with visa exempt, could i still cancel/replace it with DTV visa when I re enter?

TLDR : Answer Summary
You cannot obtain a re-entry permit when entering Thailand with a visa-exempt entry (60 days). If your DTV application is rejected, you will likely need to find alternative solutions, such as using a 'safe entry' company to re-enter Thailand without issues. If you qualify for a visa-exempt entry, you can re-enter Thailand and receive another 60-day visa exempt, but the re-entry permit is exclusively for holders of visas.

If you are eligible for "Visa Exempt," there is no need or even possibility of a re-entry permit. You get another 60-day visa exempt upon entry. If you get the DTV you enter on that, if not then enter Visa Exempt. The "Re-Entry Permit" is for visas only.

You CANNOT get a re-entry permit on a visa exempt (free stamp) 60 day stamp

Given your previous entry/stay history if you get rejected for the DTV you'd probably have to use a "safe entry" company to get back in free stamp again

They guarantee you get in (no matter what your previous entry history is) <- meaning even if you were milking free stamps to live in thailand they still get you in 😛
